Is not even a "real issue" actually. I ordered the m15x around the same time packer wrote his review and as everyone at the time I was a bit worried about temps and what not.
When I finally received the m15 (long wait and long fights with annoying CS) I tested everything on the games we play usually (no shooters) from which the most demanding were Assassin's creed, age of conan and lord of the rings online. I could never detect any downclocking using the software monitor and what not. Neither in these games nor in running 3dmark. I did however flash the bios just to be on the safe side of things around 1 month after we had the computer and indeed there was no noticeable "improvement". I don't know if by playing more demanding games or running a stress test would have downclock my card or not but the tests I did with what I had didn't.
Also the downclocking is still not the main issue in the m15x book, is solved and was easy to solve. I'm more worried about cracks and such but so far there are none so maybe we were lucky.
