Default (NEED)universal power adapter with mulitiple settings

Do you know of a good PSU that has multi voltages that you can set with a slider?

I tried the 2000mah one in walmart but it didn't even put out 2000mah at 12v like it said it would (wouldn't even spin one vantec tornado). I need one that can put put preferably 3000mah and up to 12v so i can run my vantec tornado fans from 3-12v at full current.

Walmart.com: PowerLine 1300 mah Universal AC Adapter w/ USB Power Port: Computers

please also see here where I am asking for help with my cooling pad so you can see what i am trying to do. Also my cooling mod below has pictures of everything too

How to build a plexy/metal cooling pad?
